naveen patnaikChief Minister Naveen Patnaik on Thursday said ‘Mo Sarkar’ is a new movement in governance and administration as it wants to change the fundamental psychology of public servants that is being carried since the time of British Raj.

“This ideological turn around in the subconscious is essential. As in market economy, the Customer is the king; so is the Citizen in a democratic system of governance. We are here to serve them,” he said while announcing the inclusion of Industries and MSME Departments of the State Government in the ‘Mo Sarkar’ initiative at a simple function at Lokseba Bhawan here.

Once this basic point becomes a conviction, other factors like professionalism, efficiency and transparency will follow suit, Patnaik said. The Chief Minister said, he believed both the departments are in absolute readiness to accept the new obligations and expectations of Mo Sarkar.

“Since October 2 last year, it has been more than three months when Mo Sarkar was first launched with the inclusion of two departments- Home and Health. Till now, eight major departments have formally joined ‘Mo Sarkar’ Initiative and all other departments are under intensive preparation to join the initiative,” he added. He suggested that to ensure this, every department needs to have a robust feedback mechanism.

“Efficiency in this mechanism will force necessary behavioral changes if required,” the Chief Minister said.

The Industries and MSME twin departments have been under focus for a slew of initiatives including Make-in-Odisha, he said adding, the two Make-in-Odisha programs have been huge hits receiving investment offers of more Rs Six lakh crore.

“And recently, Odisha has emerged the most attractive investment destination by receiving more than 18 percent of the total investment offers of the country for the period from April to September 2019,” the Chief Minister added.

He said he was happy that both the departments have already commissioned dedicated ‘Mo Sarkar’ cells and organized training sessions to sensitize officials.“1 would like to reiterate my Government’s commitment for hassle-free services to prospective investors and existing industrial units in the State. I would like our State to be known as the best in this matter, nationally and internationally,” he said.

Department Minister Captain Dibya Shankar Mishra described the endeavor as historic and said will go a long way in encouraging the investors. Chief Secretary Asit Tripathy expected the Industry Department officers to always work with a positive attitude and provide best of the services to potential entrepreneurs.

5T Secretary VK Pandian interacted with the D1C Manager of Kalahandi, Angul, Cuttack, and Jajpur and GM IDCO of Rourkela, Sambalpur, Gajapati on the objectives and implementation of Mo Sarkar and advised them to work for a modem state Odisha and themselves be the symbol of modernity in Odisha. Secretary Industries & MSME spoke about the preparedness of the Department for implementing the initiative.
